To Set Up: 
- Slide seat base out from back of upper seat
- Slot seat rails into back frame between the two horizontal rails 
- Insert all the way until it reaches the stopper

To Pack Down:
- Slide seat base out from upper seat
- Insert seat base vertically down the back of the upper seat (slats facing up)
